The only uses of sign language on a regular basis in the English speaking world prior to 1700 were the Benedictine Monastery schools.  However, Gallaudet founded his school earlier than 1900 (the land grant for Gallaudet was during Abraham Lincoln's administration, so 1860s.  In the 1840s and prior, you certainly have monastery sign language being used.
