If you start with 25,000 you are not taking into account rotations and reflections, which will reduce the symbol set to about 350.  
 
In terms of Pride however, I can't help but think of my friends in Brazil who now proudly say, "the Portuguese language has 25 letters in its alphabet, ours has 96 handshapes--and they move".
